A founding partner of the firm, Rufus is a former Law Director of the Village of Granville (1999-2000) and was an Attorney Hearing Officer for the Ohio Department of Commerce (1990-1996) – he’s been leading teams to victory for DH&F since 1990. He is a member of the Ohio State, Columbus and Licking County Bar Associations. He graduated Cum Laude from Capital University, where he earned his Juris Doctor and LL.M. in Taxation. He earned his Bachelor of Arts degree from Denison University in Granville, Ohio.

PRACTICE AREAS

Labor and Employment Law

Representation of public and private employers in all areas of labor and employment relations, including all facets of contract negotiations, mediation, conflict resolution procedures, arbitration, and the daily administration of internal policies, state and federal laws, and collective bargaining agreements.

Preparation of personnel handbooks, manuals, and individual policies for private and public sector clients. Preparation of law enforcement policies and procedures

Civil Litigation

Representation of employers and their agents in litigation in both Federal and State trial and appellate courts of Ohio.

Rufus represents employers in a wide range of employment law suits including unlawful discrimination and harassment, wrongful discharge, First Amendment retaliation charges, and Whistleblower actions.

Rufus also represents law enforcement agencies and their employees in civil rights actions such as search and seizure, use of force, jail conditions, and inmate medical concerns.

Government Law

Representation of clients in various matters including public records and sunshine law compliance, competitive bidding requirements, intergovernmental disputes, and contract matters.

Business Entity

Engaged in the general practice of law in construction and real estate development issues, close corporation and partnership matters, general business issues and litigation including representation in state and federal court.
