For Todd, a sense of pride and the satisfaction of being a team member has always been the most rewarding part of the job.

Todd joined DH&F in 2005. A veteran of the United States Navy, Todd served as a naval officer in two operational deployments to the Western Pacific/Arabian Gulf Theatre. For Todd, a sense of pride and the satisfaction of contributing as a member of a team has always been a part of the job. He brings this same level of commitment and integrity to his work as an attorney. His naval experience also taught him that being accessible and approachable is essential in creating a collaborative framework for decision making. Todd believes the best way to be responsive to a client's needs is to provide every available option, and then work with the client to implement the most effective solution.

Todd has a Bachelor of Science in Economics from the United States Naval Academy, where he participated in varsity football and baseball. He earned his Juris Doctor and Certificate in Alternate Dispute Resolution from The Ohio State University College of Law. Todd is a member of the American Legion, Post 82, in Delaware, Ohio.

PRACTICE AREAS

Labor and Employment Law

Representation of public and private employers in all areas of labor and employment relations, including all facets of contract negotiations, mediation, conflict resolution procedures, arbitration, and the daily administration of internal policies, state and federal laws, and collective bargaining agreements.

Representation of employers before administrative agencies pertaining to personnel matters, including the Ohio Civil Rights Commission, Equal Employment Opportunity Commission, Department of Labor, State Employment Relations Board, and State Personnel Board of Review.

Drafting of municipal civil service rules and advisement on compliance with both municipal civil service rules and Ohio civil service laws.

Preparation of employee handbooks, manuals, and policies for private and public sector clients. Todd advises clients on all issues relating to labor and employment relations and local government law, including FMLA, ADA and FLSA.

Civil Litigation

Representation of clients in all facets of litigation in Federal and State trial and appellate courts. Representation in appeals of administrative agency determinations.

Arbitration

Served as one member of a tri-partite arbitration panel for the United States Department of Education.
